I have pulled plenty of "new" tools out of machines that turned out to be years old, and it usually means the crib has junk hiding in the back of a drawer. Nobody wants to admit they grabbed the wrong bin, so they make up a story instead. The tags do not lie, and a 2019 holder in a machine running new stock is a problem waiting to scrap a batch.
