Thought I could save time on a panel swap by reusing the old 22-gauge wire, and now I'm chasing a ground fault for the third day.

Oof, that's the worst. I'd never reuse old wire for something that critical.

Totally get what you're saying, but sometimes reusing wire is fine if you know its history and it's not damaged. Coleman.jade has a point about critical systems though, you really can't cut corners there. It's all about judging the risk for each specific job. Being cheap upfront can definitely cost way more in headaches later.
