Found out my nice new GPU was running on PCIe 3.0 for 6 months
I was messing around in GPU-Z last week and noticed my brand new RTX 4070 was only running at x8 3.0 instead of x16 4.0. Turns out I had a riser cable from my old build that didn't support PCIe 4.0. Has anyone else accidentally left performance on the table with a mismatched part?

I actually watched a Gamers Nexus vid last week where they tested this exact thing with a 4090. The performance hit was way smaller than I expected like only 1-2% in most games even on PCIe 3.0 x8. But that was on a 4090 which is a beast of a card. Your 4070 might lose a bit more but honestly you probably weren't missing much for gaming. Still sucks to find out you left some frames on the table for 6 months though. I'd be more worried about the riser cable causing weird stability issues than the speed loss honestly.

Gamers Nexus only tested on a 4090 though, @sagey69, the 4070 is a different story.
