Question about basement insulation R-values for our zone

Just read the city's building code guide and it says we need R-22 for basement walls, which is way more than the R-12 I see everyone using. Has anyone actually followed code on this or am I missing something?

My contractor said R-22 is for new builds, not retrofits.
