Powdered color additive gone wrong on a church job in Tulsa

I always tossed powdered color right into the mixer dry, figured that's how everyone does it. Last month I got blotchy streaks on a 600 square foot pour and the pastor pointed it out before it even cured. Any of you mix the powder with water first and does it actually fix the uneven tint?
