The day I learned ISP data caps are basically a scam

So I was looking at my internet bill last week and noticed I went over my 1TB data cap two months in a row. I live in Austin and have Spectrum so I just assumed I was downloading too much. But then I dug into the fine print on their website and found out they only enforce the cap in certain regions. Turns out the FCC has no rules against this stuff since they killed net neutrality. I called customer service and the guy literally said they use the caps to manage network traffic not because of real limits. I felt pretty dumb for paying an extra $30 each month for nothing. Has anyone else checked their ISP's actual policy on this?

30 bucks a month extra feels like a lot to just shrug off as "network management." I get being annoyed at the whole thing, but calling it a full-on scam might be stretching it a bit. At the end of the day, it's a shady business practice, not like they're stealing your money.
