One phone call changed my view on job hopping

A recruiter in Austin told me last Tuesday that staying 4 years somewhere is now a red flag to some hiring managers. She said they read it as 'not ambitious enough' and that really hit me, because I always thought loyalty looked good. Has anyone else heard this from recruiters, or is she just one of those weird agency types?
