Hit 500 applications in 8 months and got 3 interviews, is my resume the problem?

I started tracking every job I applied to back in March and just passed 500 applications as of yesterday, which honestly made me feel sick when I did the math. Out of all of those I only got 3 callbacks and 1 final round that went nowhere, and I'm in Denver applying for project coordinator roles. I've had two people look at my resume and they both said it looks fine, so now I'm wondering if it's something else like my cover letters or the fact that I've been out of work since February. Has anyone else been in this spot and figured out what was actually killing their applications?
