Offers without contingencies used to be rare, now it's the default here in Denver
Back in 2016 I put in a clean offer with an inspection window and got the house, but last month every single place I looked at wanted waivers before they'd even talk to me. Is this just a Colorado thing now, or are other markets asking buyers to skip everything too?

Did you try offering a shorter inspection window instead of a full waiver? That's what finally got me under contract last year, I cut it to 5 days and agreed to only walk for major stuff. It felt like a decent middle ground that still showed the seller I was serious without totally gambling on the place.
