Why does nobody warn you that a 1/4 inch drill bit is too small for a 3/8 inch anchor, learned that at 11pm in my garage

Spent 40 minutes last Tuesday drilling into my garage wall for a shelf bracket, hit a stud, snapped the bit, and then realized the anchor I bought at Home Depot in Boise needed a 3/8 hole the whole time, so now there's a useless hole in the drywall and the shelf is still sitting on the floor, has anyone else measured twice and still bought the wrong size?
