I would like to run for congress with the amendment proposal as the main plank, however it is looking doubtful at the moment that I will have the resourses in time and $$ to do so. During the campaign I would circulate the amamendment proposal as a petition. At election time I would turn the petition over to the winner of the congressional race so that he or she could submit the petition to Congress for its consideration.
