A couple of ways to run with this:

1. run for congress with the as the main plank of the proposal

2. circulate it as a petition as part of a campaign for congress or independent of it.

One strategy with this:

1. A person runs for congress with this as the main plank - "elect me and I will submit a proposed resolution on the floor of the house to adopt this amendment proposal. 2. at the same time gathers signatures on a petition to congress that it do so. 3. In the distinct possibility that you are not elected, as part of the concession statement - turn the petitions over to the winning candidate that requesting that he or she submit the proposal to congress.
