How is this any different than requiring a license tag for your dog, or license plates on your car, or to have the vehicle ID number stamped on the engine and affixed to the dashboard, or a civil license to get married, or an appraisal license to appraise, or a broker's license to broke?

And, you can take Maryland off the list -- the bill never made it out of Committee in the last session that ended in April.
