SPRINGFIELD — Six of 11 counties used Appraisal Research Corp. in their 2007 revaluation, including Clark County, where the auditor's office employees expressed numerous concerns about the company's work during the course of the mass reappraisal.
A review of inconsistencies in new property values in Clark County has led to thousands of complaints, more than any other county that had a 2007 mass reappraisal.
None of Appraisal Research Corp.'s other clients reported significant problems with their revaluation, with the exception of Fairfield County officials who wouldn't comment on the firm's performance because of pending litigation that may involve the company.
The matter "has nothing to do with how property is valued or numbers or things of that nature," said Fairfield County Assistant Prosecutor Roy Hart, without elaborating further.
Of the four remaining counties, Marion reported less appeals than it had during its last revaluation year, said Cathy Walker, county real estate supervisor.
However, Ross, Union and Wyandot all had a number of appeals that were higher than normal.
Officials said 2007's national trends of declining property values is one reason for more taxpayer inquiry.
"We are a reflection of what's past," said Union County Auditor Marion Snider, emphasizing that the revaluation focused on the years 2004-2006. "We are reactive, not proactive, on our values."
Champaign County, which did not use Appraisal Research, also had an increased in appeals, but Auditor Bonnie Warman said her office has been overly cautious about clerical errors this year after state officials warned Auditor George Sodders that non-clerical changes could only be made after a board of revision appeal.
