I would suggest that Keene city hall read RSA 165:1 which states that Keene is responsible for the indigent within their borders. They should thank the guy providing the shack for saving the taxpayers some money instead of attacking him with zoning.

Of course, the homeless guys could just take up residence in city hall. They might put them in the pokey, but then they'd be warm, fed, and have medical attention. And there wouldn't be as much room to incarcerate free staters on trumped up charges.

Where is Chuck Douglas when you really need him?
