OK, you create a quasi-public commission out of thin air. You charter them to investigate and solve some problem the leglislature or the people just can't seem to figure out on their own. Then all you have to do is link it to a few RSAs to make it legit. Then you populate the board with industry insiders and stakeholders and you give them the power to make decisions and spend the people's money.
