If Plaistow's "A Nice Place To Be" Why Did 178 Leave Town?

If Plaistow's such "A Nice Place To Be" then why is the population dropping?
Instead of trying to figure out what they're doing wrong, town fathers are mum?
Is it time to send out questionaires to the residents and hold meeting at the
Library to figure out what needs to change? Could it be, the town's Master
Plan is in serious need of an update?
