That looks like it might be "gaffers" tape, which, when I used to get it, was fabric based and thinner than "Duck" tape. I remember it didn't leave adhesive behind when used on clothing either.

Google is your friend, a search for gaffers tape might prove fruitful.
( but it is usually more expensive - but I haven't bought any this century )
