You have turned off the html option. If you want to allow users to use html in their messages do the following:

1. Go to your message board
2. Click the Admin link and login
3. Click on the "Set Forum Options" link
4. Scroll down until you see "Allow HTML within Posts:"
5. Select "Yes"
6. Click the "Update Settings" button
